
TOKYO, Jul. 29, 2026 – All Nippon Airways Co., Ltd. (hereinafter “ANA”; Headquarters: Minato-ku, Tokyo; President and CEO: Juichi Hirasawa) and IBEX Airlines Co., Ltd. (hereinafter “IBEX”; Headquarters: Koto-ku, Tokyo; President and CEO: Yutaka Maezawa) today announced that they have reached an agreement on a comprehensive business partnership regarding ACMI Agreements for ANA Flights.
The Ministry of Land, Infrastructure, Transport and Tourism issued a report on May 29, 2026, through the “Expert Panel on the Future of Domestic Aviation” expressing the need to effectively utilise the ACMI agreement. This system is viewed as a vital means to balance supply and demand in response to the evolving aviation needs to maintain the domestic aviation network.
Based on this understanding, IBEX has proposed ANA for the two companies to develop the existing codeshare arrangement and launch an ACMI agreement for ANA flights. Preparations will proceed with the goal of commencing operations in FY2029.
Under this agreement, ANA will act as the marketing carrier, responsible for route planning and sales. IBEX will act as the operating carrier, responsible for flight operations. This agreement aims to effectively utilize the resources of both companies to maintain the regional routes and improve operational efficiency. In addition, both parties have agreed to use the Embraer E190-E2 aircraft as the operational fleet for this agreement. Through this partnership ANA and IBEX aim to build a sustainable regional aviation network.
